Are the managers filling out a new submission, or is this an assignment? If this is an assignment, then is it assigned to a location?
When you navigate away from the page it will ask if you want to save the draft. By default the draft is always saved, you would need to select the option to delete the draft for it to actually be deleted, otherwise it will always be saved.
If you could please get back to me with more information on the types of assignment/forms/submissions I will investigate
