The second question is a section that has location attribute visibility set.
This will hide that section and all question under it (which is the rest of the form) if a location is not assigned or selected that satisfies these attributes.
You can change the first question in the form to a location question and if you select a valid location then these questions will show. If you were to assign this form to a valid location they would also show, otherwise they will not.
You could also change “show” to “hide” and it would behave in the reverse
